A woman was fatally shot early Saturday on St. Paul’s North End, and police are asking for the public’s help to find the person responsible.

About 1 a.m., officers were dispatched to a strip mall near the intersection of Larpenteur Avenue West and Rice Street after a report of a large fight in the parking lot. As they arrived, the crowd was breaking up and other incoming 911 calls reported shots fired.

Ramsey County sheriff’s deputies spotted a car traveling rapidly away from the scene, north on Rice Street. The deputies pulled the car over near Owasso Boulevard and found a female passenger suffering from a gunshot wound to the head.

The deputies administered first aid until paramedics arrived but the female was soon declared dead.

Videos surfacing on social media show a large group of people congregated in front of The Lamplighter Cocktail Lounge and Giant Wash Coin Laundry.

Lorenzo Jackson, who was at the scene, said the lounge was not allowing any more people inside, which is why many congregated in the parking lot.

His video shows most of the crowd standing around peacefully, with some fighting out in the parking lot. Toward the end of the video, about 10 shots can be heard in the background.

Jackson said the scene upset him because someone was killed and because it distracts from the message the black community is trying to convey to the world.

“Instead of being responsible and respecting ourselves and just leaving they choose to fight and kill each other,” he said. “It’s specific choices people are making and it’s making us look bad.”

No arrests were made for the fighting.

“Most people were leaving the scene as officers arrived,” said Sgt. Mike Ernster, a St. Paul police spokesman. “They didn’t find anybody injured.”

Police are still piecing together the timeline in order to understand where the woman was when she was shot. Homicide detectives have interviewed the driver of the car she was found in, but declined to say how many people were in the car when it was pulled over.

The area has seen its share of bloodshed over the years.

In July 2019, a 35-year-old woman was shot in the back and a 32-year-old man was shot in the leg in the same parking lot.
